DIRECTIVE
According to the recent USSF Directive the order of the criteria that a referee needs to consider in determining whether a “handling offense” has occurred (or not) is as follows:
• Makes oneself bigger
• Is the arm/hand in an unnatural position?
• Did the player "benefit"?
• Reaction time
• Hand/arm to ball
The order of these items to be considered is totally flawed and unrealistic.
